Can scratches in alloy wheels be buffed out with no power tools?

Saw a similar question to this, but the best answer suggested using power tools and the other answers weren’t very helpful. I don’t have any power tools so I’m looking for an option I can do by hand. Not a deep scratch, just got too close to this curb.

      The scratch start with piece of 240grit wet and work progressively up to remove the scratched area with regular.
      The scratched area with regular metal polish liquid reflections by machine can be able to start with maybe even filing.
      The best have found.
